The people who hire them CANNOT afford a big roofing company or construction company to make the needed repairs, and more often than not you cannot get them to come out and give a bid because the job is too small. But the unlicensed men and women who work on the side and don't pay workmen's comp, they can afford. Schools to get licensed in are a BIG expense and HUGE time commitment, which if you have a wife and babies you lack. Not to mention the fact that licensure does not mean competency in the field. I have a daughter who cannot pass various licensure tests for ultrasound to get almost double pay, yet everyone in the hospital comes to her with their questions and to read the scans when they have a problem. Conversely, I have a brother who knew very little about construction but fresh out of college he obtained a General Contractor's license in Florida back ion the seventies and immediately subbed out his license to men who had excellent carpentry skills but could not pass the State test. (And the books for the tests were in the thousands even back then.)
If these people who work on the side had to go to school to be "licensed" for thousands of dollars, or pay workmen's comp, or have their disability checks cut commensurate with their earnings, they wouldn't earn any money.
